DECEMBER 2015, BANGKOK- JOINT HIGH-LEVEL COMMITTEE MEETING HELD BETWEEN THAI DEPUTY PRIME MINISTER AND MYANMAR'S VICE PRESIDENT TO CONFIRM FULL COMMITMENT TO DAWEI SEZ DEVELOPMENT

The fifth Myanmar-Thailand Joint High-level Committee Meeting regarding the Dawei Special Economic Zone (Dawei SEZ) was held in Bangkok, Thailand, on December 14, 2015.

The meeting was co-chaired by His Excellency Dr. Somkid Jatusripitak, Deputy Prime Minister of Thailand, and His Excellency U Nyan Tun, Vice President of the Republic of the Union of Myanmar.

The meeting comes four months after the signing of the Initial Phase Development concession agreements, on August 5, 2015, between the Dawei SEZ Management Committee and a consortium of developers, including Italian-Thai Development Public Company Limited, Rojana Industrial Park Public Company Limited and LNG Plus International Company Limited.

The Initial Phase Development consists of an industrial estate, power plants, an initial township, a small port, a water reservoir, a two-lane road to Thailand and a telecom landline. An LNG terminal will also be built as part of the Initial Phase Development.

The Initial Phase Development is expected to focus on labour-intensive industries, boosting employment opportunities for local people.

The Initial Phase Development will be implemented in an environmentally and socially sustainable manner, in line with international practice.

The Initial Phase Development is expected to attract a significant amount of local and foreign investors, creating momentum for the ambitious Dawei SEZ project in the long term.

The Joint High-level Committee Meeting acknowledged the progress made related to the Initial Phase Development. Both the Dawei SEZ Management Committee and the concessionaires have obligations to fulfil certain obligations of the concession agreements ("Conditions Precedent") within a 7-months period starting from the signing on August 5, 2015. Only once these Conditions Precedents are fulfilled, will the full construction works for the Initial Phase Development commence.
